Virginia requires hunter education for all first-time hunters regardless of age — there is no birth year exemption. However, Virginia has one of the most generous veteran exemption programs in the East, waiving the requirement entirely for active duty military and honorably discharged veterans. How to Get Your First Virginia Hunting License
